Good question. First off, yes it's a template. We use four of them, namely {{Welcome}}, {{Welcome-anon}}, {{Welcome-belated}} and {{Autobiography}}. Secondly, I guess the Reply Tool is only available when replying to existing messages? Hence it doesn't apply for (new) users who are starting a new thread on a talk page. Having said that, yes I think we need to rephrase parts of the welcome messages in order to reflect the new Reply Tool functionality.
On a side note I think that most experienced Wikispecies users still use the text editing mode rather than the Visual Editor. A major reason is that Wikispecies rely rather heavily on the use of templates, and most users feel that the template parameters etc. are easier (or at least clearer and more legible) to deal with in text mode. For example we use templates for almost all references, but we don't use the {{Cite journal}} and <ref> system used in most other Wikimedia sister projects. –Tommy Kronkvist (talk), 21:43, 14 February 2022 (UTC).Reply
